TEMPORARY FOREIGN WORKER PROGRAM
The Temporary Foreign Worker Program (TFWP) allows Canadian employers hire foreign workers to temporarily fill labour shortages where there are no qualified Canadians available to fill these. It is jointly administered by Immigration Refugee and Citizenship Canada (IRCC) and Canada Boarder Service Agency (CBSA).
The hiring process is commenced after Employment and Social Development Canada’s (ESDC) assesses prospective employer’s applications requesting permission to hire TFW.

Global Talent Stream
Employers hire uniquely skilled talent or in-demand workers in certain fields such as Information and Technology (IT).
Academics
For employers to hire an academic at a college university or degree granting institution in Canada.
Agriculture
(Seasonal Agriculture Workers Program (SAWP), Agric workers, Low wage, High Wage): For employers to hire on-farm foreign workers.
Express Entry
Employers hire a skilled foreign worker to support their permanent residence through an economic immigration program.
High and Low wage stream
High wage stream includes high-skilled positions with wages at par or high than the provincial or territorial median wage. In the case of low wage stream, remuneration is below the provincial or territorial median wage. Different streams exist under both the high wage and low wage stream, some examples include:
o Caregivers – For children, seniors and persons with medical needs.
o Positions in Quebec: For employers to hire foreign worker in Quebec.
In summary, the goal of the ESDC assessment in TFWP is to evaluate the impact of the TFWP on Canadian labour market, by looking at available labour market information such as labour shortages, wages, employer’s recruitment, advertisement efforts, working conditions, skills transfer to Canadians and a host of other factors.
