The Provincial Nominee Program (PNP) is an immigration category ratified by a bilateral agreement between a provincial or territorial government and the federal government of Canada. This agreement allows provinces and territories nominate foreign nationals to apply for Canadian permanent residence under the different provincial streams and requirements. Provincial Nominee Program Eligibility Requirements
The eligibility requirement for a Provincial Nominee Program, varies and is largely dependent on the province or territory of choice, and you must:
1) Meet the eligibility requirement set up by the province you have chosen.
2) Pass a medical exam
3) Get a police check certificate
To apply for a Provincial Nominee Program (PNP), you must apply either through Express Entry (EE) Program or the Non-Express Entry Program. The choice of application process is determined by the PNP stream you’re applying to.

Provincial Nominee Program (PNP) – Non-Express Entry
For the non-Express Entry Provincial Nominee Program (PNP), you must:
1) Meet the eligibility of your choice province or territory.
2) Apply to this province or territory of choice for a provincial nomination under the non-Express Entry stream.
3) Submit your permanent residence application online if you get nominated
4) Get a medical exam and a police check certificate as part of your application process if you are nominated.
Note that the non-express entry application has a longer processing time when compared to Express Entry Provincial Nominee Program (PNP).
Provincial Nominee Program (PNP) – Express Entry:
There are two different ways to apply through the online Express Entry PNP stream / program. You either contact the province or territory directly for their provincial nomination under the Express Entry stream or indicate the provinces / territories you are interested in when creating your Express Entry profile.
If the province / territory you contacted agrees to nominate you, you will then create an Express Entry profile or update your existing Express Entry profile and show you have been nominated.
On the other hand, If the indicated province / territory of interest sends you a “notification of interest”, you contact them directly and apply for their Express Entry Stream. If they nominate you, you will get a nomination certificate from the province / territory
In both cases you must:
1) Meet the provincial / territorial eligibility requirements
2) Meet the minimum eligibility criteria for any of the three immigration programs under Express Entry program
3) Submit your Express Entry profile to show you meet the minimum eligibility criteria under Express Entry
4) Submit your permanent residence application to Immigration Refugee and Citizenship Canada (IRCC) if you get an Invitation to Apply (ITA)
